Conservation Minutes 3/14/16
Newbury Conservation Commission (NCC)
March 14, 2016

Members Present: Katheryn Holmes, Chair; Eric Unger, Vice-Chair; Sue Russell, Member.

Ms. Holmes called the meeting to order at 7:10 p.m.

ADMINISTRATIVE
Minutes
There were no minutes available for review.

Election of Officers
Ms. Holmes determined that there were not enough Commission members present to elect officers for the upcoming year and postponed this agenda item until the next meeting.

Ms. Holmes noted that the Board of Selectmen will be send a list of all Commission members up for appointment including herself, Mr. Unger and Ms. Russell (as a full member). There was discussion regarding the likelihood of having an ex-officio join the Commission. It was agreed that having an ex-officio would provide valuable informational cross pollination among the BOS and other land use boards.

INTENT TO CUT
Mr. Unger reported on the following Intent to Cut:
  • Robert & Inge Lee, 870 Mountain Road, Newbury, Tax Map/Lot # 025-176-403 for 2,000 feet of white pine and 3,000 feet of hemlock.
BUFFER ZONE CUT
Ms. Holmes reported on the following Buffer Zone Cut:
  • Jocelyn Hess for property located at 20 Rocky Road, Newbury, to remove two damaged trees and prune limbs of others. A site visit was completed by Ms. Holmes and she questioned the use of mechanical harvesting equipment to complete the tree removal. She questioned whether Ms. Hess should get a variance from Section 7.5.4.4 which pertains to mechanical harvesting since the location of the property trees is within the shoreland buffer zone.
Ms. Russell noted that this is a safety issue and a variance should be sought. Discussion followed.

WETLANDS/SHORELANDS
Ms. Holmes reviewed the following communications from the NH Department of Environmental Services (DES):

Wetlands Permit Application
  • For Ron Ferris, 150th 5th Street, Naples, FL, for property located at 85 Grace Hill Road, Newbury, Tax Map Lot # 16A-303-072 regarding a 6-foot x 33-foot permanent piling dock.
  • For Eve Burton & John Fink, for property located at 175 Baypoint Road, Newbury, Tax Map/Lot # 06-0080-0044, regarding replacing existing dock in-kind.
COMMUNICATIONS
Ms. Holmes shared with the NCC the following:
  • The Upper Valley Lake Sunapee Regional Planning Commission March 2016 newsletter.
  • The Society for the Protection of NH Forests (SPNHF) hearing on Northern Pass on March 16, 2016 in Deerfield, NH. Ms. Holmes invited all interested parties to attend.
  • Ms. Russell discussed the film screening of “The Power of Place” that is scheduled for viewing on April 17, 2016 at the Newbury Vets Hall.
  • The NH Lakes Association upcoming Lakes Congress in June, along with the current campaign to keep lakes and ponds invasive-free, called “Clean & Drain” (formerly Clean, Drain & Dry).
OLD BUSINESS
Ms. Holmes reminded Commissioners of the NH Association of Conservation Commissions “Saving Special Places” conference scheduled for April 9, 2016 at Prospect Mountain High School in Alton, NH.

NEW BUSINESS
Ms. Holmes suggested offering “sister lakes” in the area an opportunity to meet with the NCC to share information and discuss ways of collaboration that would prove to be mutually beneficial.

Ms. Holmes also suggested developing a series of NCC-sponsored workshops on the benefits of agriculture to the town.

There was discussion about rescheduling the April meeting to the 18th at 7:00 p.m.

Mr. Unger made a motion to adjourn the meeting. Ms. Russell seconded the motion. All in favor.

The meeting adjourned at 8:18 p.m.
